Planning for Development

Nearly every major new development begins its life in a strategic plan developed by a local authority or similar. 

Welborne Garden Village was first promoted as the North of Fareham Strategic Development Area in the South East Plan in May 2009 and became adopted as a policy of Fareham Borough Council in Part 3 of the adopted Local Plan, the Welborne Plan, in 2015.

Outline Planning Application

An outline planning application for Welborne Garden Village (P/17/0266/OA) was first submitted in 2017 by Buckland Development Ltd, with all matters reserved for future determination except the works to M27 J10, the three highway junctions and related works to the A32.  Revisions to this outline planning application were submitted in 2019 and it was approved by Fareham Borough Council in October 2019. In 2019, Buckland Development Limited produced a Simple Guide To The Planning Application PDF (679 KB), which provided an overview of their proposals.

What happens next?

An outline planning application is just the beginning of the process as, although it gives permission in principle for the development, it does not mean that work can begin.

Strategic Design Code and Street Design Manual

Buckland Development Limited submitted the Strategic Design Code for Welborne Garden Village PDF (80 MB), and the Welborne Streets Manual PDF (41 MB) in December 2023. These set out the design principles that will dictate the design, look and feel of Welborne Garden Village.

The first two Neighbourhood Design Code were submitted for approval in July 2023 (P/17/0266/DP/O).
