Regeneration Strategy 2025-2035

The development of the Town Centre Regeneration Strategy started in 2017 with an initial vision PDF (12 MB) outlining what we wanted to achieve to help shape the future the Town Centre. Since then, we've worked with expert consultants and carried out extensive community and business engagement to develop an ambitious but deliverable Fareham Town Centre Regeneration Strategy 2025- 2035. The strategy was developed in three stages, below you can find out more about the engagement and significant developments that have taken place at each stage.

 


Stage 3 (Spring 2024 to Winter 2025)

February 2025

4 February: Fareham Town Centre - The time for transformation is now!Fareham Town Regeneration Strategy 2025-2035

The  Fareham Town Centre Regeneration Strategy is unveiled!

This strategy has been developed using consultation feedback from hundreds of Fareham residents and local businesses, to provide a town centre which meets changing needs. The strategy was deliberated at a special Executive Meeting on 13 February.

 

 

September 2024

Over 100 business owners and representatives were invited to the brand new theatre and arts centre, Fareham Live to find out more about how the Town Centre Regeneration plans are progressing.

 

 

 

June 2024 

23 June (West Street, Fareham Town Centre): Community Engagement at Annual 999 Day event Gazebo with text "We are Fareham Borough Council" at 999 Day

The majority of visitors stopping by the Council's community engagement tent at Emergency Services Day (999 Day) this year were eager to discuss Fareham Town Centre Regeneration. All the feedback was very welcome and has been passed on to the team. We look forward to future opportunities later this year to gather the views of the public.

March 2024

25 March: Business Breakfast success

Business Breakfast

Nearly 50 local business owners and managers took part in a breakfast event to discuss the optioneering ideas put forward for the regeneration of the town.    

These were well received by attendees during a 'Quickfire Engagement Session,' reassuring us that the shortlist of ideas approved by the Council's Executive for further evaluation is focused on the right types of intervention.

 

 

 

 

 

13 March (Gateway Church) and 19 March (Waypoint Church): Community Action Team (CAT) Meetings

13th and 19th March CAT Meeting

At each CAT meeting, residents received a presentation outlining the Council's approach to regeneration and the shortlisted optioneering ideas that were reported to the Council's Executive on 18 March.

Stage 2 (Late-January to Mid-March 2024)

18 March: Shortlisted options approved for more detailed evaluation

report providing an update on the progress of the development of the Town Centre Regeneration Strategy and a number of proposed shortlisted interventions was presented to the Council's Executive on 18th March 2024. 

The report explains how the consultant team analysed ideas generated from the Stage 1 and Stage 2 engagement activities combined with their broader regeneration experience to develop a draft list of intervention options. These interventions range from immediate and short-term ideas through to potential redevelopment options over the longer term.

The Executive agreed that the shortlisted interventions would be evaluated in more detail during Stage 3. The most appropriate options would then be included in the final Regeneration Strategy in the summer. 

10 to 14 February: Making Fareham Fun

We asked for your ideas on how we could help to improve the town centre and how it could provide more, and improved, multi-generational play and leisure facilities.

We invited ideas from everyone with a particular focus on young people, parents or carers of young children. We did this through an events programme which ran during the February half term. These included:

  1. Design your dream play space – A colouring workshop for youngsters to design their dream play space.
  2. Make Fareham Fun consultation – Looking at some of the themes and ideas around what facilities could be improved or added to the town centre.

Over 200 people took part in these events.

31 January to 15 February: Getting the views of Council officers and councillors

As regular users of the town centre, feedback was gathered from both officers and Councillors during focused regeneration workshops. An interactive ideas noticeboard asked for views on how to improve the Leisure and Play and Food and Drink offer in the town as well as suggestions for short term initiatives and temporary uses that could help attract more people into the town.

We also asked for peoples' favourite independent and local chains, with the aim of potentially contacting them to talk about exciting opportunities in the town.

 


Stage 1 (November 2023- Late-January 2024)

The 8 January meeting of our Executive approved five key strategic objectives that will guide and influence the development of the Town Centre Regeneration Strategy:

  1. Address connectivity issues
  2. Consolidate retail and introduce new vibrant uses (including housing)
  3. Make the most of Fareham's inherent qualities
  4. Make the Town Centre more attractive
  5. Create a unique selling point/points.

29 November to 6 December: Listening exerciseGazebo in West Street with text "We are Fareham Borough Coucil"

Over 1,000 Fareham businesses, residents and visitors participated in our town centre listening exercise during December 2023. There was engagement with people of all ages through a number of participatory events and the key issues for the majority of those that took part were:

  1. Better retail and leisure facilities
  2. Regeneration to create a Unique Selling Point (USP)
  3. Clean and improved public realm
  4. Fostering community spirit
  5. Creation of a better quality of built environment.
