"Fareham and Eastleigh share a common boundary down the River Hamble. Policies relating to the River should be aligned to ensure a consistent approach to boatyards. Eastleigh Borough Council draft plan currently includes the following relating to boatyards: ""Not to jeopardise the safety and ease of navigation on the river or have a detrimental impact on the regime of the river."" The same should be included in the plan for Fareham."

"Fareham Local Plan 2036 The Solent Protection Society which was formed 60 years ago exists to ensure the ecological and environmental well being and wise management of the Solent area , its natural beauty , so that these may be enjoyed by future generations. The Society has long been concernedabout the view from the Solent and its Rivers of anydevelopment along its coast and banks, and have commented onmany developments. We note that Policy E5 ( Boatyards) statesthat development""should not cause unacceptable harm to thelandscape character of the coast when viewed from the land orwater"" We support this policy but suggest that it should be extended to cover all development on the Rivers and Coast within Fareham and not just apply to Boatyards.This would have the effect of giving protection tothe character of the Special Protection Area (SPA) and itssurroundings. It may be of interest the the Isle ofWight Planning Authority has included the view from the sea asa material consideration when considering coastal planningapplications and we would be grateful if Fareham wouldconsider doing likewise. "

The committee of the River hamble mooring association have considered the draft local plan 2036 and wish to support the items that relate to the River Hamble. In particular Policy E5 and clauses 6.37,6.38 and 6.39, concerning boatyards and policy NE5 concerning new moorings. we note that in policy E5 concerning boatyards and their extension and infrastructure would only be permitted under various conditions, one of which (section D) is that they do not cause unacceptable harm to the landscape character of the coast when viewed from the land or water. We support this policy for boatyards, but feel that the policy should be extended to cover all banks of the river hamble. Namely that no development should be allowed which, when viewed from land or water, would cause unacceptable harm to the landscape character of the coast.we support police NE5 nw moorings, but ask for your attention to the following extract in caluse 9.39 which states as development of the site has the potential to result I n significant effects on European sites. We suggest that this should be modified to as development of the site has the potential to result in significant effects European or British sites. This principal should apply throughout the drafy local plan wherever a reference to Europena sites ot legislation is made (clauses 9.36&9.39 for instance). We hope that the above support and suggestion will help in the production od a good and robust local plan.
