Pay or challenge a penalty notice

All of our car parks are patrolled regularly and you will need to pay a penalty charge if you fail to comply with parking regulations displayed on notice boards in them. Examples of the most common offences are:

The current charge is either £70 (higher contravention) or £50 (lower contravention).

What happens when you receive a penalty charge notice?

Our civil enforcement officers (CEOs) will only serve a penalty charge notice (PCN) if a vehicle has contravened regulations or restrictions. A PCN will be placed on the front windscreen of your vehicle, handed to you or sent through the post.

The PCN will be for £70 or £50 depending on the level of the offence and must be paid or challenged within 28 days. A 50% discount will be granted if you pay within 14 days.

Paying the penalty charge notice

You can do this by cheque, pay online (Select 'Parking Penalty Charge Notice') External Hyperlink, on our automated telephone service or personally at the cash office at the Civic Offices. These options are explained on the back of the PCN.

Challenging online

You have a right to challenge the service of the PCN and this can be done online. You will need the PCN number and the vehicle registration number. Both of these numbers are located on the parking ticket.

The discount period will be reset if an appeal is made within 14 days of the date of service of the PCN.

You are not able to pay and make a challenge.

Unresolved disputes are settled through the Traffic Penalty Tribunal. This is an independent body based in Manchester. A PCN is a civil debt and we will pursue non-payment through the County Court system.

Ultimately, this could lead to bailiff action. For more information on how to appeal, see the following links: www.patrol-uk.info External Hyperlink or www.trafficpenaltytribunal.gov.uk External Hyperlink
