Many complaints are received daily by the Fareham Borough Council with regard to 'dog fouling' nuisances. There are signs throughout the Borough with respect to :- 'NO FOULING', 'DOGS ON LEAD' and 'NO DOGS'.
Under the Dogs (Fouling of Land) Act 1996 there is no requirement for a local authority to place signs on designated land. There is also no requirement in the Act to provide bins, specifically for the disposal of dog waste, although Fareham Borough Council supplies nearly 250 bins throughout the area.
A strict monitoring system is in place to ensure that the dog bins are emptied 3 times a week, this includes colour coded bin liners which should be as follows:-
