The UK has national and international obligations that require control of air pollution.
Fareham Borough Council was highlighted as one of the Authorities required to produce a targeted local plan to tackle likely exceedances of Nitrogen dioxide levels. The legal limit is 40ug/m3.
The area of likely exceedance highlighted in the latest national plan, for Fareham, relates to an area of road from the Delme roundabout through Eastern and Western Way and onto the A27 by Fareham train station. It includes the A32 branch from Market Quay 'through-about' and branching into the Portchester Road A27.
In 2017 and 2018 Fareham Borough Council was issued with a Compliance Directive be the Department for Environment, Food and Rural Affairs (Defra), this required the Council to implement measures to reduce the levels of nitrogen dioxide below the legal limit.
The Council has been working with the Defra recently to gather data to help evidence a reduction in the levels of air pollution. As part of the evidence required by Defra, the Council is required to undertake an Automatic Number Plate Recognition (ANPR) Traffic Survey around the area of the Delme Roundabout. This is to gather information of the type of vehicles that are entering and exiting the area at present.
A similar ANPR study was undertaken in 2017 across the Borough, this new data will help to show comparisons in the overall fleet composition by gathering types and ages of vehicles that are using the roads on our streets today.
The Council will be using a third party to install four cameras at these two locations (14 MB).
The cameras will be running 24/7 for a calendar week during the month of July starting the 9th and ending on the 15th.
The signs (shown on the right hand side) will be placed near the cameras during their operation.

As a vehicle passes an ANPR camera, its registration number is read and stored, this information is then passed to the Council and Defra for analysis.
The information the Council collects is stored securely on the Council's and Defra's IT systems. We have strict procedures for the way this is done. There are also clear rules and guidance about storing, recording and sharing information.
All Fareham Borough Council employees have a duty of care in accordance with our data protection policy. This includes respecting that right to confidentiality.
Once the raw license plate data has been collected, it is then transferred securely to Defra for processing and analysis. Defra then anonymises the raw data and the only uses this new anonymised data for the future work. The raw data that contains the publics details is then permanently deleted.
