Exceptional Hardship Scheme helps most vulnerable

In December 2024, Fareham Borough Council set aside money from its reserves to help households suffering from severe, exceptional hardship, as a result of the loss of winter fuel payments to pensioners. 

The Council is delighted to announce that the Exceptional Hardship Scheme attracted 99 successful applicants who received a total of £17,412.62 in funding.

The scheme was available to pensioners liable for Council Tax, living in a low-income household and already in receipt of a means tested benefit, but not for those eligible for Pensions Credit. 

Cllr Simon Martin, Executive Leader of the Council, said: “Following the Government’s plan to cut the winter fuel payment, I am really proud that Fareham Borough Council quickly rallied to develop the Exceptional Hardship Scheme to help the most vulnerable in our communities.  I am delighted that 99 local residents received payments up to £200 to help relieve pressure on their council tax bills and enable them to heat their homes. This is what local district councils do so well, and I would like to thank everyone who came together to make this happen.”
