FareLets is Fareham Borough Council's new and improved private rented scheme aimed at landlords who need tenants. A range of three new services is available to cater for a variety of landlord needs. Each of the schemes offers guaranteed rent, giving landlords the peace of mind that their rental income will be protected. The tenants provided by the council are always reference checked and assessed to ensure that they can afford the rent and they are also provided with a tenant induction pack to help them settle into what may be their first rented home.

The council has access to a variety of potential tenants who need housing, so needs accommodation to suit them all. Anything from studio flats to 3 and even 4 bed houses will be considered. Although the majority of our private rented properties are within the Fareham borough, we also currently have properties in Gosport and would consider property in other neighbouring boroughs. Any property taken on by the council for letting to people in housing need must meet certain standards. The property must be safe, secure and in good repair and must have valid safety certificates and an Energy Performance Certificate (EPC).
The landlord must also provide the council with proof of ownership, permission to let the property from any mortgage company, as appropriate, and proof of building insurance for the property.
There are 3 levels of service to choose from:
This is the basic, entry level service and is free to landlords. The council will identify a suitable tenant for the property and provide a standard tenancy agreement for the landlord and tenant to sign. In addition, the council will put up a bond equivalent to one month's rent in lieu of a deposit and provide a rent guarantee for the first 12 months (only where a 12 month fixed term tenancy agreement is signed). The landlord then takes full responsibility for the management of the tenancy.
Under this service, the council will take on the lease of a landlord's property for between 12 months and 3 years and will then sub-let directly to tenants in housing need. This service costs £300 on first registration of the lease for properties with gas and £200 for those with no gas. The council signs up new tenants, manages the tenancy and provides a gas safety certificate, an electrical certificate and a hard wired carbon monoxide detector. The rent is guaranteed and paid to the landlord by the council on the 1st of every month. The property is returned to the landlord on surrender of the lease in the same condition as it was taken on, excluding fair wear and tear.
This service is similar to that provided by a high street letting agent and the charge is 8% of the monthly rental income + VAT. Along with full tenancy management, the council provides a gas safety certificate, an electrical certificate and a hard wired carbon monoxide detector. Repairs up to the value of £150 per year will be paid for by the council and the landlord will also have the opportunity to claim up to £100 of their insurance excess for damage proven to be caused by the tenant. The council will put up a bond equivalent to one month's rent in lieu of a deposit and provide a rent guarantee for the first 12 months (only where a 12 month fixed term tenancy agreement is signed).

A Tenancy Support Officer (TSO) will focus on helping the tenants to manage and sustain their tenancy by providing advice and some practical assistance. Help with making benefit claims, registering for Council Tax and utility companies will be included in the Managed Lease and Full Management services and the TSO will also carry out regular visits and inspections to ensure that the tenants are looking after the property.
