Welborne building blocks in place for 2024

Welborne Garden Village takes another step closer to reality this week, with the approval of its Strategic Design Code and Streets Manual by the Planning Committee on Thursday 14 December. The two documents will underpin the whole character and layout for Welborne, dictating the design, look and feel of the development from the first house to the last.

The Council’s Welborne Plan requires the Master Developer, Buckland Development Ltd, to set out how the many elements of Welborne Garden Village will fit together. This is being fulfilled through a series of codes and design principles of which the Strategic Design Code and the Streets Manual are the first.  

These comprehensive documents set out important details such as how things will happen on site and in what order.  For example, they prescribe tree-lined streets, how and where homes will be accessed; the many green spaces being created both for wellbeing and biodiversity; and the importance of reducing carbon emissions through features such as the District Heating Scheme.

Cllr Nick Walker, Chairman of the Planning Committee, said:

“Both the Council and Buckland are determined that Welborne Garden Village will be built to the highest levels of design, so this is a huge step.  Everything that follows at Welborne will be influenced by these documents and I am grateful to the teams at Buckland, our Council and Hampshire County Council who have worked so hard to get us to this landmark moment.”

John Beresford, Managing Director, Buckland Development, said:

“The approval of the Design Codes is a great step towards delivering Welborne. The principles embedded within both the Design Code and the Street Manual will make Welborne very different to the new developments we often see being built. Tree lined streets with grassed verges alongside homes designed in the local style with front gardens, will be a distinctive feature. Our design codes focus as much on the greenery as they do the built form, which will ensure neighbourhoods are full of character and charm. We’ve received some great feedback on the designs for Welborne and as construction starts in 2024, people will see these principles become reality.”

Now that these codes and principles have been agreed, the next step for Welborne will be to consider the planning applications for the first homes, currently out for consultation, early in the New Year.
