Changes to Coastal Parking Charges Agreed

Fareham Borough Council has made the decision to revise the charges to its successful coastal parking scheme for 2023. Initial proposals were revised following feedback from members of the public and Councillors presented at a meeting of the Health and Public Protection Scrutiny Panel in November.

Coastal parking will remain free before 10am and after 6pm, meaning that residents can continue to access coastal spaces for exercise, water-based activities and dog walking in the morning and evening free of charge.

The hourly charge of coastal parking in the Borough will increase by 10p per hour, in line with inflation, from 1 March 2023. The £6 per day price-cap will also be removed, meaning that charges will apply from 10am through to 6pm. 

The charge for a coastal season ticket will also be raised to a standard rate of £145 per year, with a concessionary rate of £95 being offered to Fareham Borough residents.  This represents an increase in line with other councils across the south coast.

Pay and display parking in the town centre will remain the same, to help support local businesses as they continue to recover from the pandemic.  Town centre charges have not increased since 2010. The Council also continues to encourage the economic recovery of the town centre through its masterplan programme, as well as other initiatives such as the Live Love Local campaign.  Most of the Council’s 43 car parks will remain free to use.

All income from Council owned car parks in Fareham is used to manage, maintain and improve these car parks, as well as ensuring effective enforcement activity to significantly reduce fly tipping, litter and abandoned vehicles.  Furthermore, the work to demolish Osborn Road Multi-Storey car park and replacing it with a surface car park will be funded in part by income from parking charges.  This work will begin in 2023 to demolish the current structure which is very outdated. 

Executive Member for Health and Public Protection at Fareham Borough Council, Councillor Joanne Burton, said: “We fully appreciate that the cost of living is rising.  This is why we have not increased or introduced new charges in the town centre for many years.  We make no profit from coastal and town centre car parking charges, but the income from our car parks allows us to maintain and improve them, ensuring that they are fit for use and accessible to as many visitors as possible.  It also enables us to bear down on enviro-crime with our enforcement service.  I am pleased that we have been able to listen and respond to residents who told us that they did not wish to see an increase in chargeable hours at the coast.”
